Local disaster management refers to the coordinated efforts and activities undertaken at the local level to mitigate, prepare for, respond to, and recover from disasters. It involves a range of activities, including risk assessment, planning, training, public education and awareness, as well as coordination between various stakeholders. It plays a critical role in ensuring the safety and well-being of communities during emergencies and disasters, especially in the context of globalization, conflict, and climate change, which can exacerbate the impact of disasters. The main actors involved in local disaster management include local government agencies, emergency services, non-governmental organizations (NGOs), community groups, volunteers, and the private sector. These actors work together to develop and implement disaster management plans, coordinate response efforts, and provide assistance to affected populations. Due to the complex and multifaceted nature of disasters, local disaster management is inherently interdisciplinary, drawing on expertise from fields such as emergency management, public health, engineering, social sciences, and environmental studies. Due to Israel’s unique landscape and environmental conditions, limited natural resources, diverse society, geographical location, and geopolitical situation, effective local disaster management is of paramount importance. The purpose of the proposed course is to share the Israeli experience, best practices, innovative approaches and challenges in local disaster management, and increase our communities’ overall resilience.
